The Idaho Transportation Board has approved the following pay actions for FY05 using department salary and vacancy savings:
Human Resource Services will issue any guidance memos necessary to process the increases. All other provisions of the Department salary administration policy as outlined in the Human Resource Manual will remain in effect.

This memo is to add further detail to the FY 05 pay actions set forth in the Director’s Memo #3 which sets the pay policy for the fiscal year. It will be important for you as managers to talk about the details of the pay increases with your employees so that they have a good understanding of what they can expect to see in their June 17th pay check.
The first step is to move classified employees with ten or more years of state service in their classification to the policy point for the pay grade to which they are assigned. A list of the eligible employees in your district will be provided to you. The second step will be to provide a short term merit increase to all classified employees. Employees earning $12.00 or less per hour will receive a 30% increase for one pay period effective May 22, 2005. Employees earning more than $12.00 per hour will receive a 20% increase for one pay period. The short term increase will be added to their existing pay check for that pay period.
Some employees are far enough out in their pay range that the short term merit will cause them to exceed the maximum of their pay range. In that circumstance, they will receive a short term merit and an additional lump sum payment for the difference. The lump sum payment will be paid in a separate check which they will receive along with their regular pay check. This separate check will not be direct deposited for employees who utilize that option.
