Division of Transportation Performance

The core goals of the Long Range Transportation Plan emphasize improved transportation safety, enhanced mobility and support for Idaho's economic vitality.

Finally, the department will encapsulate the director's vision and goals within a high-performance and collaborative culture focused on the following continual improvement cycle — 1) plan, 2) invest, 3) measure, 4) assess and 5) repeat.

With this challenge and guiding principles, we created the "Division of Transportation Performance."

All programs and functions previously administered by the Division of Public Transportation have been transferred to the new division.

The following programs were transferred from the Division of Transportation Planning to the new division:

  • Consolidated Planning Grant (CPG)
  • Statewide Passenger / Freight Rail
  • Scenic Byway
  • Congestion Mitigation Air Quality (CMAQ)
  • Safe Routes to School

The following functions were transferred from the Division of Transportation Planning to the new division:

  • ITD Statewide Multi-Modal Policy Planning
  • ITD Long Range Transportation Plan (LRTP)
  • ITD Strategic Plan
  • ITD performance management system, processes, and training
  • Assisting the urban balancing process

And finally, responsibility for the Statewide Transportation Investment Program (STIP) and Unified Planning Work Plan (UPWP) were transferred from the Division of Transportation Planning to ITD's Office of Transportation Investment (OTI).

We believe these organizational changes will position staff and resources to respond aggressively to the challenges and vision established by Director Ness.
