I-84, Broadway Avenue Interchange

Construction Update

Construction has begun on the Broadway Interchange Replacement Project. Crews are installing drainage, relocating utility lines and bringing in material for the I-84 ramps.

Current traffic impacts include:

  • Overnight lane restrictions will continue on I-84 for the next several weeks from 8:30 p.m. to 5 a.m. Monday through Friday, and until 7 a.m. on Saturday and Sunday.
  • The speed limit has been reduced to 55 mph on I-84 and 25 mph on Broadway Avenue.

ITD is replacing the Broadway Interchange with a new Single-Point Urban Interchange design (SPUI). The project will improve safety and traffic flow, and make way for a third eastbound and westbound lane between the Broadway and Gowen interchanges.

On Broadway Avenue

  • Two through lanes in each direction.
  • New curb, gutter and sidewalks.
  • Two dedicated left-turn lanes for the eastbound I-84 on-ramp.
  • A central traffic signal for all turning traffic.
  • An extension of the soundwall along the westbound on-ramp and Broadway Avenue.

On I-84

  • Three lanes in each direction under the Broadway Interchange.
  • Three lanes in each direction between the Broadway and Gowen interchanges. .
  • New railroad bridges east of Broadway.
  • Longer, wider ramps to merge on and off the Broadway Interchange.

In addition to the Broadway Avenue Interchange construction, ITD will be replacing the Gowen Road Interchange in Boise and the Meridian Road Interchange in Meridian.


This project is a result of an Environmental Assessment and a planning study for I-84 from just west of the Orchard Interchange to the Isaacs Canyon Interchange (Eisenman Road). The interstate, built in the late 1960s, was not designed to handle the current traffic volumes. The study recommended improvements for this corridor, including replacing the existing pavement, adding lanes to the interstate, installation of soundwalls, and reconstructing the Orchard, Vista, Broadway, and Gowen interchanges to meet future traffic capacity requirements.

ITD received environmental approval for this project from the Federal Highway Administration in November 2007. For more information about the Environmental Assessment, click here.

Construction Schedule

Work will begin in the spring of 2014 and end in late 2015. Concrete Placing Company is the contractor.

  • Spring 2014: Crews begin constructing the new bridge over I-84 at Broadway.
  • Summer 2014: Work begins on eastbound I-84 and Broadway Avenue.
  • Fall 2014: Work begins on westbound I-84.
  • Summer 2015: New I-84 lanes open.
  • Late 2015: New Broadway Interchange complete.


The Broadway Interchange construction will cost $26.7 million. Funding will come from two sources: the GARVEE Transportation Program and traditional federal transportation funds.

ITD saved $80 million during the GARVEE program due to efficient management and competitive construction bids. The savings will fund reconstruction of the Meridian, Broadway and Gowen interchanges. ITD has provided an additional $44 million for these projects from traditional federal transportation funds.
